Dear Representative Morella:

Thank you for your letter of May 6 inquiring about the situation of Mr. Yang Jianli. Ambassador Randt is away from Beijing and asked me, the Embassy’s Human Rights Officer, to respond directly to your inquiry. On April 29, we first raised Mr. Yang’s case with Foreign Ministry officials. Those officials confirmed that Mr. Yang is being held for having entered China illegally and for using a false identification card while in China. Subsequently, we have discussed Mr. Yang’s case four times with Chinese officials. During our meetings with Foreign Ministry officials, we have stressed the United States Government’s strong wish that the case be handled quickly, ideally by Mr. Yang being allowed to leave China. To date, the Chinese have given no indication of how they will resolve Mr. Yang’s case.

Since Mr. Yang is not a United States citizen, we have no legal right to visit him while he is being detained. Nonetheless, we are actively pressing Chinese authorities for information on his case and for a quick resolution. I can assure you that we will continue to work for his return to his family in the United States. If you have any further questions about this case, please don’t hesitate to contact me directly.
